The QI contractor provides the ECO rebate form through HVAC Trade Partners.

The money is paid to the homeowner.

Ask WH and the QI contractor to confirm the qualifying efficiency tier before purchase.
Have the contractor provide the ECO paperwork and submit it to WH after installation.
