Texas-New Mexico Power Residential and Hard-to-Reach Standard Offer Programs: Open

Enrollment for 2026 is open. Open during the implementation period, subject to budget availability. Implementation ends November 30, 2026.

Serves: TNMP electric service areas in North-Central Texas, Gulf Coast Texas and West Texas.

Do I Qualify

  • The home must receive electric delivery service from TNMP.
  • A participating contractor must confirm eligibility and available funding.
  • HTR rates require the program's income eligibility documentation.
  • The central AC and heat pump columns share the same standard replacement rates.
  • The mini-split chart prints one schedule without separate RES and HTR columns.
  • Smart thermostats are secondary measures and must meet the program's project requirements.

Who Files It

The participating Project Sponsor files the project and receives TNMP's payment. Sponsors do not have to pass the full payment to the homeowner.

The money is paid to the contractor.

The Steps to Apply

  1. Find a participating contractor through the existing-homes program page. Existing-home incentives.
  2. Have the contractor confirm funding, equipment eligibility and the replacement category before installation.
  3. Review the customer contract for the incentive benefit and any remaining cost.
